Mitigation Services
EnviroPhase offers mitigation services related to underground petroleum storage tank (PST/UST), dry cleaner, auto repair, and industrial facility cleanups. EnviroPhase works with various Texas Commission on Environmental Quality (TCEQ) regulatory agencies such as the Petroleum Storage Tank (PST) Program, Corrective Action Program, and Voluntary Cleanup Program (VCP) to resolve pollution cases related to petroleum hydrocarbon, chlorinated solvent, and heavy metal impacts to soil and groundwater. EnviroPhase has successfully managed efforts to obtain regulatory case closure on numerous pollution cases regulated by the TCEQ in a timely manner (usually within a 12 to 30-month time frame).
EnviroPhase has also obtained Innocent Owner/Operator Program (IOP) Certificates on numerous properties affected by pollution originating from off-site properties.
Various programs have been established by the TCEQ to regulate pollution cases. The below listed program and corresponding tabs further describe each program and the various pollutants regulated by each program.
- The PST Program has established rules to regulate PST/UST facilities and cleanup resulting from fuel and oil releases. Releases occurring at PST/UST facilities are issued a Leaking Petroleum Storage Tank (LPST) ID number and regulated by the PST Program.
- The Texas Risk Reduction Program (TRRP) has established rules to regulate pollution cases related to chemical impacts (such as petroleum hydrocarbon, chlorinated solvent, and heavy metal impacts) to soil and groundwater. Pollution cases subject to regulation under TRRP require enrollment into the Corrective Action Program or Voluntary Cleanup Program (VCP).

Underground Storage Tank (UST) Removal & Oversight
The PST Program has established rules to regulate PST/UST facilities and cleanup resulting from fuel and oil releases. Fuel releases occurring at PST facilities are issued a Leaking Petroleum Storage Tank (LPST) ID number and regulated by the PST Program.
Fuel releases are discovered during fuel system failures, during removal of underground storage tanks, or performance of Phase II Environmental Site Assessments.
EnviroPhase has extensive experience and the appropriate licensing to manage mitigation activities at LPST facilities. EnviroPhase is a Corrective Action Specialist (RCAS) company licensed with the TCEQ and employs qualified staff licensed as Corrective Action Project Managers (CAPMs).
Texas Risk Reduction Program (TRRP)
The Texas Risk Reduction Program (TRRP) has established rules to regulate pollution cases related to chemical impacts (such as petroleum hydrocarbon, chlorinated solvent, and heavy metal impacts) to soil and groundwater. Pollution cases subject to regulation under TRRP require enrollment into the Voluntary Cleanup Program (VCP) or Corrective Action Program.
Determining whether to enroll in the Corrective Action Program and VCP would be dependent on pollution sources and land use. If addressing chemical impacts from cleanup of known waste management units or spill areas at a commercial or industrial property, the Corrective Action Program may be the best option. If addressing chemical impacts from historical related activities or considering a real estate transaction, the VCP may be the best option.
Pollution Closure Letters issued by the Corrective Action Program and VCP tend to differ in that a No Further Action (NFA) letter issued by the Corrective Action Program is specific to a certain pollution source(s) while a Certificate of Completion (COC) issued by the VCP covers the entire property.
A VCP COC offers a release from liability to future property owners who did not contribute to chemical impacts on the property and can be the best tool available when considering selling or buying a polluted property.
